appointed...as relates to roads and canals." Washington; February 20,
1817.

A canal to connect Philadelphia to Baltimore!

Such a canal had been a subject of enthusiasm since the late 18th century,
Benjamin Franklin being among its proponents. The C&D Canal Company was
formed in 1802 and began work, but monetary problems plagued the project.
Work would resume in 1820 and the canal would eventually be completed in
1829, making the route from Philadelphia to Baltimore 300 miles shorter.
Now under the control of the US Army Corps of Engineers, today it remains
one of the busiest canals in the world.

In this document the committee recommends that the government subscribe
for shares in capital stock in two canal companies- one which wanted to
build a canal from Chesapeake Bay to Albermarle Sound, and the famous
Chesapeake & Delaware Canal Company; added to this recommendation is a
memorial by Kensey Johns, Jos. Gilpin and James Fisher, the directors of
the Chesapeake and Delaware Canal Company, extolling the virtues of the
project and describing their desperate need of additional funds.
