This is the first issue of the first Elzevir edition of the history of Rome 
by Velleius Paterculus. On the front blank is the note, “bound by Roger Payne,”
 and it may well be by Payne, who often bound books for the famous English 
collection of Syston Park in similar plain crimson morocco. See Willems 484.
