Legendre (1752-1833) was Professor of Mathematics at Ecole Militaire and later at Ecole Normale. His "Theorie des Nombres" is still the standard work on the subject. "The first treatise devoted exclusively to the higher arithmetic, in which Lagrange's theory was simplified and extended. Much use was made of the law of quadratic reciprocity, of which the first complete proof was published by Gauss in 1801." E. T. Bell. P. 281. Poggendorf I, 1406.
