Judge Benjamin Ignatius Hayes' copy of a key legal text regarding Mexican land claims. Streeter (#2726) calls this "the foundation document under the terms of which all California land claims were first adjudicated." Hayes was a legal pioneer in Southern California. Arriving in Los Angeles in 1850, he was elected the first city attorney in 1851. In 1852 he was elected the first judge of the district court that served Los Angeles, San Diego, and San Bernadino counties, a position he held for many years. Cowan p. 375.
