Dated at the end of the text, July 26, 1846. A scarce work by Paredes y Arrillaga, Mexican general who became president in a coup d'etat in 1846. He was the President at the start of the Mexican-American War. In this "Manifesto" he gives a lengthy response to American aggression, including the seizure of Texas and the threatened invasion of Mexico.
