Fulbeck  (1560-1616) was a legal scholar, historian, and theatrical writer. THE PANDECTES is considered the first scholarly work in English entirely on the law of nations. His writings, including THE PANDECTES are probable source books for William Shakespeare's work.  They likely knew one another in the London theater scene. STC 11414.
