Edition.  INSCRIBED  by General William Westmoreland to William  Bundy
and  dated  Xmas  1986:  "To: Bill Bundy--/The  truth  at  last!/I  am
grateful/for  your  support./Westy." Westmoreland, commander  of  U.S.
military  operations in Vietnam from 1964 - 1968, sued CBS for  libel,
arguing  that  a documentary it had broadcast entitled "The  Uncounted
Enemy:  A Vietnam Deception," defamed him because it asserted that  he
had  led a conspiracy to manipulate intelligence on enemy troop sizes.
Nearly  three  years after the suit's initiation, both parties  agreed
to  dismiss  the  case. What could never be  dismissed,  however,  was
Westmoreland's  aggressive role in the escalation of ground troops  in
Vietnam.  William  Bundy  had  a long, distinguished  service  in  the
government  in the CIA and in the Defense Department. He was appointed
Assistant  Secretary  of State for Far Eastern Affairs in March  1964.
His  brother  McGeorge  was Special Assistant  for  National  Security
Affairs  to  Kennedy and Johnson from 1961-1966. Both  are  considered
primary  architects  of America's involvement in Vietnam. In THE  BEST
AND  THE  BRIGHTEST, David Halberstam stated that during  the  Kennedy
and  Johnson administrations, William Bundy's name "would probably  be
on  more pieces of paper dealing with Vietnam over a seven-year period
than  anyone  else's." A fine association copy linking  two  important
