(No. 7629 )  General Assembly, State of Maryland. LAWS OF THE STATE OF
MARYLAND, MADE AND PASSED AT A SESSION OF THE GENERAL ASSEMBLY BEGUN AND
HELD AT THE CITY OF ANNAPOLIS ON THE THIRD DAY OF DECEMBER, 1861, AND ENDED
ON THE TENTH DAY OF MARCH, 1862.
Annapolis: Thomas J. Wilson, 1862. First printing, Leather, Octavo, 520
pages. Good.
      Here are the 287 acts and 20 resolutions passed by the Maryland
General Assembly in the 1861-1862 legislative session. They range from the
mundane, such as name changes for individual citizens, to the dramatic, such
as those relating to the Slavery, the Civil War, and the Baltimore riot of
19th April 1861. The latter includes a unanimous resolution denouncing
federal efforts for the abolition of slavery in the District of Columbia; an
appropriation for relief of families of members of the Massachusetts Sixth
Regiment who were killed or wounded in the riot in Baltimore the previous
April; a resolution in support of President Lincoln; an appropriation for
compensation of members of the 16th Regiment of Maryland Militia which had
"guarded" the State Armory at Frederick while the Legislature met there
April-May 1861; an act repealing Habeas Corpus from the Code of Public
General Laws and replacing it with a more restricted form; and much more.
Fascinating document of the legislature in this crucial border state, albeit
after it was firmly in the Union. Both the acts and the resolutions are
fully indexed. Statements of Receipts and Expenditures of Public Money for
fiscal years ending September 30th 1860 and 1861 are included at rear
(deficits both years--some things never change!). Bound in calf over boards
with gilt titles on black and red title blocks on spine. Leather is
crumbling at spine ends and cracked along joints. Light extremity rubs.
Browning to textblock. Prior owner inscription on front pastedown.

UNIVERSITY STUDIES IN HISTORICAL AND POLITICAL SCIENCE, SERIES XIX NOS.
11-12).
Baltimore: Johns Hopkins Press, 1901. First printing, Full cloth, Octavo,
131 pages. Very good.
      INSCRIBED and SIGNED by Radcliffe on preliminary blank leaf. An
important study of Governor Hicks and his crucial efforts to shape
Maryland's loyalties on the eve and in the early years of the Civil War.
Includes chapters on Hicks's early political career, rumors of plots against
Lincoln to prevent his inauguration, the outbreak of hostilities, assembling
the legislature, the rupture between Hicks and the legislature, the
suppression of the legislature, etc. That Hicks and Lincoln managed to keep
Maryland in the Union was vital, for if they had failed it would have put
the United States capital in enemy territory. PRATT, EASTERN SHORE #788.
Attractively rebound, probably in the 1930s or 1940s, in dark brown cloth
over boards with decorative endpapers. Gilt-stamped spine title. Evidence of
a few expert paper repairs. Small binder's label at top fore corner of front
