Lisola’s (1613-1674) rare work on European politics and the War of 
Devolution. The Queen referred to is Marie-Therese, wife of Louis XIV. Willems, #2030 
(the second “edition” of 4, detailed in the long annotation). An English 
translation also quickly appeared in 1667.
