Sir John Barnard (c.1685-1764) was a Whig politician and inveterate foe of Robert Walpole; he served as Lord Mayor of London and was a Member of Parliament for the City of London for nearly forty years. "He was for many years [the City's] unchallenged leader, and in 1754 still topped the poll in a hotly contested election. An extremely active independent, he was classed by Dupplin as ‘doubtful’; yet was consulted by Newcastle on financial matters, in which he enjoyed in many quarters a great reputation" (History of Parliament Online). Barnard's proposals sought to reduce the interest on the national debt.
