Congress admits Ohio as a state,
incorporates the District of Columbia,
creates the Library of Congress,
and draws a firm line on slavery-

“Acts Passed at the First (and Second) Session of the 7th Congress of the
United States” Printed by Duane, Washington: 1802-1803.  This was an
active and important year in the history of the United States, and among
the acts described here are-

- The establishment of the Library of Congress.

- An act giving statehood to Ohio.

- An act creating the District of Columbia.

- An Act to prevent the importation “any negro, mulatto, or other person
of color” into “certain states, where, by the laws thereof, their
admission is prohibited.”

- An act allowing for the defense of American vessels against the Tripoli
pirates.

Volume two contains the texts of treaties with the French Republic (in
English and French), and Great Britain, as well as treaties with the
Chickasaw, Chactaw (Choctaw), Creek and Seneca Indians.
