Congress admits Ohio as a state,
incorporates the District of Columbia,
creates the Library of Congress,
and draws a firm line on slavery-

“Acts Passed at the First (and Second) Session of the 7th Congress of the
United States” Printed by Duane, Washington: 1802-1803.  This was an
active and important year in the history of the United States, and among
the acts described here are-

- The establishment of the Library of Congress.
- An act giving statehood to Ohio.
- An act creating the District of Columbia.
- An Act to prevent the importation “any negro, mulatto, or other
  person of color” into “certain states, where, by the laws thereof,
  their admission is prohibited.”
- An act allowing for the defense of American vessels against the
  Tripoli pirates.

Volume two contains the texts of treaties with the French Republic (in
English and French), and Great Britain, as well as treaties with the
Chickasaw, Chactaw (Choctaw), Creek and Seneca Indians.

Congress gives Indiana the vote,
closes U.S. ports to England and France,
and extends the Mississippi canal-

“Acts Passed at the Second Session of the 10th Congress of the United
States.” Printed in Washington: 1809.  Thomas Jefferson was the President
as territorial expansion continued and tensions with Europe escalated.
Some of the more interesting acts of the 10th Congress include:

- An Act for dividing the Indiana Territory into two separate
  governments” and “extending the right of suffrage in Indiana.
- An act essentially closing U.S. ports to all British and French ships.
- An act to "defray the expense of deepening and extending to the river
  Mississippi, the canal of Carondelet.”
- “An act to incorporate a Company for opening the Canal in the city of
  Washington.”
- “An act further to protect the commerce and seamen of the United States,
  against the Barbary powers.”
- “An act for the relief of certain Alibama (Alabama) and Wyandot Indians.”
